Đảng Cộng Hòa Mỹ họp Đại hội tại Milwaukee, Wisconsin, ngày 15/07/2024, để chính thức đề cử Donald Trump làm ứng viên tổng thống và công bố kế hoạch hành động của tổng thống tương lai. Tuy nhiên, một kế hoạch hành động khác của giới cố vấn chính trị đảng Cộng Hòa đang gây chú ý hơn gấp bội. Trong nửa đầu tháng 7/2024, kế hoạch Project 2025 (tạm dịch là Dự án cầm quyền 2025) thu hút đông đảo dân Mỹ, vượt cả giải bóng bầu dục Mỹ và Taylor Swift, nữ ca sĩ nổi tiếng nhất hiện nay.
1/ ‘‘Project 2025’’ (Dự án cầm quyền 2025) do ai soạn thảo và có những điểm gì đáng chú ý ?
Dự án 2025 là một cương lĩnh cầm quyền do Heritage Foundation (1) soạn thảo. Viện tư vấn này được thành lập trong thập niên 1970, theo xu hướng ‘‘tân bảo thủ’’, nổi tiếng với vai trò là cố vấn chính trị cho nhiều đời tổng thống đảng Cộng Hòa, ví dụ đã hai lần thuẫn tranh cử tổng thống của Ronald Reagan. Trong cuộc trả lời phỏng vấn đài RFI Pháp ngữ, ông Romuald Sciora, giám đốc Đài Quan sát Chính trị và Địa chính trị Mỹ (Viện Iris), nhấn mạnh là từ những năm 1990 Heritage Foundation ngày càng trở nên cực đoan, và giờ đây hoàn toàn là một cỗ máy phục vụ cho ‘‘tư tưởng Trump’’ (Trumpism) với khẩu hiệu nổi tiếng ‘‘Make America Great Again/Làm cho Nước Mỹ Vĩ đại Trở lại). Dự án cầm quyền dày khoảng 900 trang được soạn thảo với sự phối hợp của các cộng sự của Donald Trump (như cựu cố vấn chính Stephen Miller, cựu bộ trưởng Nhà Ở Ben Carson, cựu bộ trưởng quốc phòng Christpher Miller hay cựu cố vấn kinh tế Peter Navaro) và được đăng trên mạng để tất cả mọi người có thể truy cập, đọc.
Chuyên gia Romuald Sciora nhấn mạnh trước hết đến chính sách thay thế một bộ phận lớn các quan chức trong bộ máy chính quyền Mỹ bằng người trung thành với tân tổng thống trong Dự án cầm quyền 2025. Thông thường mỗi khi nước Mỹ có tổng thống mới, số lượng quan chức cần thay thế là khoảng 4.000 người, nhưng theo kế hoạch này, sẽ có đến khoảng 40.000 công chức cần phải thay. Đây thực sự là một dự án ‘‘thanh trừng’’ (2). Dĩ nhiên, không phải tất cả các công chức nói trên đều sẽ bị thay thế đồng loạt, mà có thể sẽ có một số cơ quan mới được lập ra, có thẩm quyền cao hơn các cấp hiện có, và sẽ có một số rất lớn công chức phải về hưu sớm.
Một mục tiêu khác, được đề ra trong Project 2025, là đặt bộ Tư Pháp dưới sự chỉ đạo trực tiếp của tổng thống. Theo chuyên gia Romuald Sciora, so với chế độ chính trị Pháp, tổng thống Mỹ được coi là ít quyền lực hơn tổng thống Pháp (trong trường hợp đảng của tổng thống kiểm soát được Quốc Hội, với nước Pháp).
Hiện tại, phe Cộng Hòa ở Hạ Viện và Thượng Viện cho biết sẽ chấp thuận các đề nghị theo hướng này, nếu Trump đắc cử. Một cải cách dự kiến khác là tổng thống sẽ trực tiếp kiểm soát lực lượng Vệ Binh Cộng Hòa, thường bao gồm nhiều thường dân, được huy động trong các trường hợp rối loạn xã hội, hay thiên tai, vốn do thống đốc các bang quản lý.

2/ Vì sao một số nhà quan sát coi đây là một dự án hết sức nguy hiểm đối với nền dân chủ Mỹ ?
Theo chuyên gia Romuald Sciora, nếu Trump tái đắc cử, nước Mỹ không chuyển ngay sang chế độ độc tài hay chế độ chuyên quyền trong giai đoạn đầu, nhưng Mỹ có thể biến thành một chế độ ‘‘bán chuyên quyền’’, kiểu như hệ thống chính trị tại Thổ Nhĩ Kỳ dưới quyền của tổng thống Erdogan hay Hungary dưới chế độ Orban. Chuyên gia Đài Quan sát Chính trị và Địa chính trị Mỹ (Viện Iris) dự kiến là sẽ chỉ từ một đến hai năm là nước Mỹ sẽ chuyển biến theo hướng này.
Quá trình chuyển biến sẽ rất nhanh chóng, vì Viện tư vấn Heritage Foundation đã bắt tay từ lâu vào việc chuẩn bị nhân sự. Từ mùa hè năm ngoái, Viện này đã bắt đầu tuyển mộ với tốc độ phỏng vấn vài trăm ứng cử viên một tuần. Theo chuyên gia Romuald Sciora, bản thân cánh ôn hòa trong cánh hữu Cộng Hòa Mỹ truyền thống nay cũng không còn trụ lại được nữa : Hoặc đã về hưu, hoặc đi theo Trump, hoặc thất cử do sự cạnh tranh của các ứng viên mà Trump ủng hộ.
Đầu tháng 7 này, chủ tịch Viện tư vấn Heritage Foundation, Kevin Roberts, tuyên bố thẳng thừng : ‘‘Chúng tôi đang hướng đến một cuộc cách mạng Mỹ lần thứ hai. Đây là một cuộc cách mạng không đổ máu, nếu cánh tả không chống lại’’.
3/ Donald Trump có thái độ như thế nào đối với Dự án cầm quyền không chính thức này ? Vì sao ứng cử viên tổng thống Donald Trump không thừa nhận đây là kế hoạch hành động của mình một khi lên cầm quyền và tìm cách giữ khoảng cách với ‘‘Project 2025’’ ?
Ứng viên tổng thống Donald Trump chắc chắn biết rất rõ về dự án Project 2025, bởi đây là kế hoạch do các cộng sự thân tín soạn thảo, và được đương sự ủng hộ. 4/ Phe Dân Chủ xử sự ra sao với Dự án cầm quyền 2025 của giới cố vấn chính trị đảng Cộng Hòa?
Đảng Dân Chủ Mỹ coi việc vạch rõ bộ mặt thực của ứng cử viên tổng thống đảng Cộng Hòa với dự án cầm quyền 2025 mà một trọng tâm của cuộc tranh cử tổng thống Mỹ. Từ đầu năm đến nay, ban vận động tranh cử Biden – Harris đã tung ra hàng chục thông báo về chủ đề này. Kể từ ngày 30/06, sau cuộc tranh luận trên truyền hình đầu tiên Biden – Trump, dự án cầm quyền 2025 đã bắt đầu được công chúng Mỹ đông đảo biết đến (”Dự án 2025, cuộc cách mạng bảo thủ cản trở chiến thuật quyến rũ cử tri cánh trung của Trump, Le Monde 14/07/2024).
Phe Dân Chủ huy động lực lượng đến bên ngoài khu vực Đại hội của đảng Cộng Hòa Mỹ, trong những ngày vừa qua, trương nhiều khẩu hiệu, trực tiếp lên án dự án cầm quyền bán chính thức của Donald Trump, mà cựu tổng thống muốn che giấu. Theo Le Monde, chiến dịch lên án dự án cầm quyền 2025 bị che giấu, được tung ra đúng vào lúc Donald Trump đang muốn tỏ ra mềm dẻo, để thu hút khối cử tri ôn hòa, đang gây khó khăn cho ứng cử viên tổng thống đảng Cộng Hòa.
