– Về cam kết chống tham nhũng: “Sẽ tiếp tục công cuộc phòng chống tham nhũng, tiêu cực, không ngừng, không nghỉ, không có vùng cấm, không có ngoại lệ, bất kể người đó là ai”. Phát biểu trong buổi họp báo ngày 03 Tháng Tám 2024 sau lễ nhậm chức Tổng Bí Thư;
– Về nhận thức cải cách: “Từ bỏ tư duy không quản được thì cấm”. Phát biểu tại Quốc Hội sáng ngày 21 Tháng Mười 2024 và tại Bộ Tư Pháp ngày 7 Tháng Mười một 2024;
– Về tư tưởng pháp trị: “xây dựng Nhà nước Pháp quyền Xã hội Chủ nghĩa”. Trích bài viết “Phát huy tính Đảng trong xây dựng Nhà nước pháp quyền xã hội chủ nghĩa Việt Nam”;
– Về hoạch định chính sách: Xác định các điểm nghẽn “Trong 3 điểm nghẽn lớn nhất hiện nay là thể chế, hạ tầng và nhân lực, thì thể chế là “điểm nghẽn” của “điểm nghẽn”. Phát biểu tại Quốc Hội sáng ngày 21 Tháng Mười 2024;
– Về cải cách giáo dục: “Chú trọng giáo dục nhân cách, đạo đức, lối sống, tri thức pháp luật và ý thức công dân”. Phát biểu tại Trường Đại học Kinh tế Hà Nội ngày 18 Tháng Mười Một 2024;
– Về hứa hẹn dân túy: “nhất định Việt Nam sẽ tiến vào kỷ nguyên mới, kỷ nguyên vươn mình của dân tộc”. Phát biểu tại Nhà hát Hồ Gươm Hà Nội ngày 29 Tháng Tám kỷ niệm ngày Quốc Khánh;
Ông chủ trì một cuộc họp tại trung ương về chống lãng phí, tiêu cực. Ông tiếp tục cho khởi tố hình sự nhiều vụ án tham nhũng, lãng phí, tiêu cực. Ông cho thực hiện kỷ luật nhiều cựu lãnh đạo cao cấp như Võ Văn Thưởng – cựu Chủ Tịch nước, Vương Đình Huệ – cựu Chủ Tịch Quốc Hội, Nguyễn Văn Thể – cựu Bộ Trưởng Bộ Giao thông Vận Tải, cùng nhiều quan chức khác là cựu Bí Thư tỉnh ủy, Chủ Tịch UBND tỉnh…

Vì ngoài những ngôn từ chung chung, mơ hồ hay không đầu, không đuôi như trách nhiệm người đứng đầu, thì Đảng đã ém nhẹm mọi thông tin về các vi phạm của các quan chức cao cấp một cách cố ý, kém minh bạch trước nhân dân.
Như thế, tuyên bố cam kết của ông Tô Lâm gồm “không có vùng cấm, không có ngoại lệ, bất kể người đó là ai” chỉ là lời nói suông vui tai mà thôi. Thực tế, dưới thời ông Tô Lâm làm Bộ Trưởng Bộ Công An, công an mới là lực lượng đi đầu của “tư duy không quản được thì cấm” trong việc ngăn trở, cấm đoán, đàn áp người dân thực hiện các quyền tự do do Hiến pháp quy định.
Được Quốc Hội giao trách nhiệm soạn thảo các dự án luật biểu tình, luật lập hội… ít nhất từ năm 2013 sau khi Hiến pháp được tu chính. Thế nhưng, Bộ Công An liên tục trì hoãn việc soạn thảo, trình các dự án luật này ra Quốc Hội.
Đến thượng tuần Tháng Mười 2024, sau 11 năm trì hoãn, Bộ Công An mới ban hành Nghị định số 126 về Lập Hội. Trong đó, họ “cài cắm” các rào cản pháp lý, đến mức Nghị định Lập Hội trông chẳng khác nào là Nghị định cấm Lập Hội.
Song song đó, Bộ Công An dưới quyền ông Tô Lâm tăng cường đàn áp, bắt bớ công dân thực hiện các quyền tự do căn bản theo Hiến pháp như quyền tự do ngôn luận, báo chí, biểu tình, lập hội, tôn giáo… một cách khốc liệt chưa từng có.
Hiện nay, hàng trăm tù nhân chính trị, gồm những ký giả tự do, các nhà hoạt động dân chủ, nhân quyền, môi trường… đang bị cầm tù đều là nạn nhân của “tư duy không quản được thì cấm” và sự áp dụng pháp luật tùy tiện, bừa bãi, trái với tư tưởng “Nhà nước Pháp quyền” của lực lượng công an dưới quyền Bộ Trưởng Tô Lâm.
Chưa kể đến sự kiện đàn áp đẫm máu do chính ông Tô Lâm phát lệnh tấn công vào dân lành tại thôn Hoành, Đồng Tâm ngay trong thời bình. Khi ấy, một lực lượng hỗn hợp hơn 3 nghìn công an, trang bị vũ khí tối tân đến tận răng, cả chó nghiệp vụ được huy động để mở cuộc tấn công vào nhà dân vào giấc rạng sáng, trước tết nguyên đán năm 2020 chỉ vài ngày. Mới đây, nhân dịp ngày 20 Tháng Mười Một, trước mặt các nhà giáo Việt Nam, ông Tô Lâm lại có lời phát biểu những điều tốt đẹp về giáo dục: “Chú trọng giáo dục nhân cách, đạo đức, lối sống, tri thức pháp luật và ý thức công dân” như một nhà đạo đức học, một chính trị gia dân túy vì phát biểu những điều công chúng muốn nghe… khiến công chúng cũng đâm ra nghi ngờ về tính thực hư câu chuyện vô đạo đức của lãnh đạo cao cấp đã sống xa hoa, thưởng thức bò dát vàng ngày nào mà thế giới bên ngoài “đồn đãi”.
