BBC Tiếng Việt cùng một số ban châu Á khác tổ chức buổi chia tay hôm 22/9 tại trụ sở của BBC ở London, đánh dấu chấm hết cho chương sử kéo dài nhiều thập niên mà trong trường hợp của BBC Tiếng Việt là hơn 70 năm.
Mặc dù được lập ra để phát thanh về Việt Nam với buổi phát sóng đầu tiên hôm 6/1/1952, các chương trình phát thanh nổi tiếng của BBC Tiếng Việt cứ giảm dần thời lượng từ cuối thập niên 90 và ngừng hẳn vào 26/3/2011. Một trong những lý do BBC bỏ phát thanh bằng tiếng Việt là vì số lượng người nghe giảm đáng kể cùng với sự phát triển của internet.
Nhưng lý do khác chính là “tiền đâu đầu tiên”. Và chính vấn đề tiền đâu đấy vẫn đứng sau lần cắt giảm được công bố từ cuối năm ngoái khiến hàng trăm đồng nghiệp cũ và bạn bè của tôi ở vùng châu Á và các vùng khác của BBC mất việc. Trước đây BBC World Service, phần hướng ra thế giới bên ngoài của BBC, được Bộ Ngoại giao Anh tài trợ nhưng tập đoàn BBC đã phải nhận trách nhiệm về tài chính cho Thế giới vụ từ năm 2014. Thu nhập của BBC cho năm tài khoá 23/24 ước tính khoảng hơn 5,5 tỷ bảng Anh trong đó có gần 4 tỷ thu trực tiếp từ người dân qua khoản lệ phí truyền hình và phần còn lại từ bán chương trình và tiền quảng cáo thu được từ các dịch vụ phát ra nước ngoài (BBC không được chạy quảng cáo tại Anh). Mặc dù vậy BBC ước tính họ sẽ chi ra nhiều hơn so với thu vào khoảng 350 triệu bảng và khoản cần tiết kiệm thường niên trước đây ở mức 285 triệu bảng giờ lên tới 400 triệu.
Khoản thực chi của BBC cho BBC World Service trong năm 2022 là hơn 350 triệu bảng Anh trong đó khoảng 250 triệu lấy từ nguồn thu lệ phí truyền hình và phần còn lại là trợ cấp ngắn hạn của chính phủ Anh.
Những nhân viên của BBC trong đó có BBC Tiếng Việt mất việc lần này nằm trong tổng số hơn 380 người bị BBC sa thải để tiết kiệm gần 30 triệu bảng Anh từ ngân sách của Thế giới vụ.
Từ con số hơn 10 người làm việc cho BBC Tiếng Việt ở London kéo dài trong nhiều năm, giờ BBC Tiếng Việt chỉ còn ba người – Trưởng ban Nguyễn Giang, hai phóng viên và biên tập viên Bình Khuê và Minh Thư; và ba nhân viên cuối cùng ở London cũng chỉ ở lại tới giữa tháng 11 năm nay. Nếu không có gì thay đổi, đó sẽ là thời điểm BBC không còn sự hiện diện của Tiếng Việt trong trụ sở chính của BBC tại London.
Mặc dù BBC Tiếng Việt vẫn còn văn phòng ở Bangkok, vốn sẽ được mở rộng thêm so với trước đây, không ai từ văn phòng London sẽ chuyển tới Thái Lan. Cũng tương tự hầu hết các nhân viên của các ban châu Á khác sẽ không chuyển tới các văn phòng khu vực ở Jakarta, Seoul hay Islamabad.
Hôm tới buổi chia tay các ban châu Á tôi cũng lên thăm lại nơi tôi đã làm việc nhiều năm tới hè 2017 khi trở thành giảng viên đại học. Cảm giác của tôi là một sự phá hoại văn hoá tồi tệ đã diễn ra trên tầng năm nơi các ban châu Á chiếm tới một nửa diện tích văn phòng cho tới gần đây. Ba ban tiếng Việt, Indonesia và Thái Lan từ chỗ chiếm hàng chục bàn làm việc giờ chỉ còn vẻn vẹn bốn bàn trong đó chỉ có hai máy tính. Tấm giấy in cho có những dòng chữ ‘Bàn [làm việc] của ban Thái, Việt Nam & Indonesia’ càng cho thấy cách làm việc thiếu chuyên nghiệp và thiếu tôn trọng những người mà thâm niên cho BBC cộng lại lên tới hàng trăm năm.
Đây không phải lần đầu tiên BBC đối xử với con người như những con số nhưng đây là một trong những lần nghiêm trọng nhất vì họ đã xoá đi một trang sử mà các ban ngôn ngữ vùng châu Á và cả các vùng khác đã viết lên trong nhiều thập niên mà trong trường hợp của BBC Tiếng việt là xuyên qua ba cuộc chiến của người Việt với Pháp, Hoa Kỳ và Trung Quốc. Tại các phòng họp của BBC, những trang trí liên quan tới các ban ngôn ngữ trong đó có bản đồ các tỉnh của Việt Nam đã bị gỡ bỏ. Tôi không hiểu sao họ phải vội vã làm như vậy trong khi một số nhân viên của các ban vẫn còn ở lại BBC trong vài tháng tới. Và kể cả khi các nhân viên đã rời đi, cái gì là một phần của lịch sử vẫn nên giữ lại.
