Lực lượng Công an và Thanh tra giao thông mà “tiến hành khám xét trụ sở chính Công ty TNHH Thành Bưởi tại quận 5” thì số phận của Nhà Xe này có vẻ như đã “ngàn cân treo sợi tóc”. Nhưng, tối qua khi xem một phóng sự của VTV thì thật buồn.
Những “vi phạm” mà nhóm phóng viên VTV “điều tra” ra đều là những hoạt động công khai suốt nhiều năm. Chúng không những không đe dọa gì về trật tự công cộng mà còn cho thấy, cách tổ chức rất khoa học, rất tiện lợi cho hành khách của hãng xe được lựa chọn nhiều nhất trên tuyến Sài Gòn – Đà Lạt này.
Trong các năm 2014, 2015, tôi tham gia tổ chức các lợp tập huấn cho các nhà báo và các nhà vận động chính sách ở RED Communication, khi “xe dù” đang là một đề tài được rất nhiều báo đài “điều tra”, phê phán. Và, chúng tôi đã lấy “xe dù” làm case-study [dưới sự hướng dẫn của PGS Võ Trí Hảo]. Và điều mà mọi người nhận ra, “xe dù” chỉ là vấn đề cạnh tranh giữa các nhà xe.
Việc Thành Bưởi dùng xe nhỏ trung chuyển ra một bãi đất trống ở ngoại ô Sài Gòn là cách làm đáng khen vì điều này giảm lượng xe lớn vào trung tâm thành phố. Xe trung chuyển của Thành Bưởi, “xe dù” cũng như mọi phương tiện khác đều phải tuân thủ Luật Giao thông. Nếu những xe này dừng, đỗ xe nơi cấm đỗ, phóng nhanh vượt ẩu thì sử dụng Luật Giao thông mà điều chỉnh.
VTV phê phán Thành Bưởi chạy tuyến cố định nhưng dưới hình thức “xe hợp đồng” là vi phạm “Nghị định số 10 năm 2020”.
Nếu hiểu biết, VTV phải phê phán cái Nghị định số 10 ấy vì nó vừa có dấu hiệu của “nhóm lợi ích” vừa là những thủ tục vô lý, tạo điều kiện nhũng nhiễu doanh nghiệp [cả khi làm thủ tục và cả khi đi trên đường]. Tại sao chạy xe dưới hình thức nào, tuyến nào lại phải “xin – cho” thay vì việc ấy là lựa chọn của các nhà xe [thị trường sẽ điều tiết chứ không phải nhà nước].
Điều quan trọng nhất với nhà nước là thuế. Nếu Thành Bưởi thực sự trốn thuế thì họ phải chịu trách nhiệm trước pháp luật [tất nhiên, điều tra trốn thuế không đơn giản và võ đoán như VTV vừa làm]. 
Sài Gòn – Đà Lạt, mỗi ngày có hàng trăm chuyến xe khách. Có cả Phương Trang và Thành Bưởi thì mới có cạnh tranh, hành khách mới được phục vụ tốt như hai chục năm qua. Cũng hàng chục năm qua, Thành Bưởi luôn là đối tượng bị tấn công [nhất là thời Tất Thành Cang làm Giám đốc sở GTVT]. Mất Thành Bưởi thì Phương Trang sẽ kinh doanh thuận lợi, “một mình một chợ”. Nhưng, mất Thành Bưởi, hành khách sẽ đối diện với nguy cơ độc quyền, nguy cơ trở về thời “hành khách”.
PS: Hiện tượng xe khách phóng như điên bất chấp tốc độ là rất phổ biến trên tất cả các tuyến gần như từ Nam chí Bắc. Điều này, chắc CSGT hiểu nguyên nhân đến từ đâu.
