13 năm trước, buổi đối thoại giữa hàng chục người dân đại diện cho hàng trăm hộ dân vườn rau Lộc Hưng và lãnh đạo UBND TP.HCM đã diễn ra rất căng thẳng. Có hộ dân đã không kiềm được sự bức xúc, chất vấn lãnh đạo TP khi đó (ông Đua- phó chủ tịch UBND TP, sau này là Phó Bí thư Thường trực Thành ủy TP.HCM cho đến khi nghỉ hưu. Khi đó ông Lê Thanh Hải- Bí thư Thành ủy).
Đáng chú ý, các chất vấn nảy lửa giữa người dân Lộc Hưng và ông Nguyễn Văn Đua- Phó Chủ tịch UBND TP.HCM năm 2006 tập trung vào các nội dung sau:
1. Đề nghị chính quyền công bố xóa bỏ quy hoạch dự án nhà cáo tầng trên đất người dân đã sử dụng ổn định từ 1954.
2. Đề nghị chính quyền TP cho biết vì sao không xác nhận, cấp GCNQSD Đ cho các hộ dân sử dụng đất ổn định lâu dài từ trước năm 1993.
Ông Đua khi đó trả lời sẽ xem xét giải quyết, rồi nói thoái thác lòng vòng với các hộ dân.
