Sau vụ bà Nguyễn Thị Hương Lan, 48 tuổi, Cục trưởng Lãnh sự cùng ba người tại Bộ Ngoại giao bị bắt với cáo buộc nhận hối lộ khi cấp phép cho một số công ty thực hiện chuyến bay đưa công dân về nước, nhiều người đã lên tiếng về việc mình bị ép mua vé giá cao trong thời gian đại dịch.
Thông tin ban đầu ngày 28/1 nói đây vụ án Cục lãnh sự liên quan tố cáo nhận hối lộ khi cấp phép cho một số công ty thực hiện chuyến bay đưa công dân về nước.
Tuy nhiên, một số người phản ánh với BBC News Tiếng Việt rằng ngay từ đầu dịch, những chuyến bay hồi hương đã có những tình trạng phải ‘mua suất’ và những chuyến charter (thuê bao phi cơ) thì đã bị “hét giá cao”.
Đối với các chuyến bay hồi hương, giải cứu, người dân phải thuộc diện ưu tiên như các trang Đại sứ quán Việt Nam liệt kê là khoảng ba nhóm đối tượng. Và những người đủ tiêu chuẩn để lên các chuyến bay này thường là do nhân viên Đại sứ quán Việt Nam ở nước ngoài lập danh sách từ những đơn nguyện vọng.
Trả lời BBC News Tiếng Việt, ông Hoàng Hùng, một trong những quản trị viên của trang Tôi và Sứ quán, trang web thường ghi nhận các phản ánh về khúc mắc, tiêu cực liên quan đến hoạt động lãnh sự của VN ở nước ngoài cho biết:
“Trong hai năm đại dịch vừa qua diễn đàn chúng tôi nhận được các lời than phiền về việc các cơ quan đại diện Việt Nam tại nước ngoài gây khó khăn cho người dân. Cụ thể như việc lạm thu, hạch sách giấy tờ, tạo ra các thủ tục để gây khó khăn cho người dân. Thế nhưng cái mà gây nhức nhối nhất là những lời kêu cứu của những người Việt đi lao động, đi du lịch, đi học, trên khắp thế giới, không thể đăng ký mua vé trên các chuyến bay do nhà nước Việt Nam tổ chức.”
“Khi viết đơn lên các cơ quan đại diện Việt Nam tại nước đó không được xét duyệt để trở về nước. Bản thân tôi ngay từ ngay từ tháng 4/2020 đã có kiến nghị với các cơ quan chức năng trong và ngoài nước về việc tổ chức các hỗ trợ với người Việt Nam ở nước ngoài gặp khó khăn trong mùa dịch bệnh. Việc bà Nguyễn Thị Hương Lan, Cục trưởng Lãnh sự cùng ba cán bộ tại Bộ Ngoại giao bị bắt với cáo buộc nhận hối lộ khi cấp phép cho một số công ty thực hiện chuyến bay đưa công dân về nước là liên quan đến những chuyến bay charter trong thời điểm dịch bệnh.
Tuy nhiên, trước khi có các chuyến bay charter, công dân muốn về nước chỉ có thể đăng ký với Đại sứ quán để về trên các chuyến hồi hương. Vì vậy, nhiều người phản ánh có khi họ phải mua vé chợ đen hoặc mua suất để có thể lên được các chuyến hối hương này.
Theo lời kể của một người giấu tên, thời điểm Tết 2021, khi Mỹ đang bùng dịch và nhiều người chết vì Covid thì những chuyến bay hồi hương từ bờ Đông, tiền mua suất có giá là khoảng 8.000 đô la, từ bờ Tây là khoảng 11.000 đô la.
Sau đó, một người phải chi trả thêm khoảng 2.000 đô la nữa.
Người này cũng nói, các suất trên chuyến bay hồi hương này không phải người nào cũng là mua suất mà có thể là thuộc diện “xin-cho” từ quan hệ quen biết. Số còn lại là những người đăng ký nguyện vọng với Đại sứ quan và thuộc nhóm đối tượng như nhà nước đề ra nên được lên máy bay.
Từ đó, người này bình luận: “Điều này cho thấy, có những thời điểm mà suất bay về nước là an nguy tính mạng thì người ta cũng sẵn sàng chi 10-11.000 đô la để mua suất. Theo luật, cơ quan công quyền nên không được thu tiền ngoài ngân sách cho nên Đại sứ quán làm việc thông qua một số công ty mà họ chỉ định – như chặng ở Mỹ là công ty An Bình. Công ty này sẽ yêu cầu người dân gửi đúng số tiền Đại sứ quán yêu cầu và khi nộp đủ, họ xuất vé cho mình về.”

Ông Ngọc Sơn, người đã có hơn 17 năm làm việc tại Cộng hòa Czech nói với BBC News Tiếng Việt anh về nước vào tháng 11/2021 trên chuyến bay giải cứu với giá vé 2.000 euro, chưa tính tiền cách ly.
“Tất cả những người ở CH Czech muốn về vào thời điểm đó đều phải qua dịch vụ chứ không đăng ký được với Đại sứ quán. Họ bán đầy, quảng cáo đầy và tôi liên hệ vì có nhu cầu về. Nếu so với con số Đại sứ quán thông báo, thì giá hơn 2.000 euro mà tôi mua là gấp đôi, nhưng vẫn được coi là thuộc dạng rẻ vì nhiều người đi cùng chuyến về, cách ly chung với tôi nói rằng họ phải mua 2.800 – 3.000 euro. Tất cả kiều bào ở châu Âu có thuộc diện ưu tiên hay không thì không đăng ký với Đại sứ quán được mà đều phải qua các phòng vé dịch vụ này.”
Ông Sơn mô tả ông được đưa đi cách ly ở Trung Đoàn 126, tỉnh Hưng Yên với giá 120.000 VND/ngày nhưng điều kiện sinh hoạt và ăn ở thì “quá tồi tệ”, phòng ốc không đủ vệ sinh và tiêu chuẩn.
Khi được hỏi về hoàn cảnh, ông Sơn chia sẻ: “Chuyện mua vé máy bay mang tiếng là giải cứu nhưng phải bỏ ra số tiền gấp 2-3 lần chứ không đăng ký được với Đại sứ quán đã là điều mà ai cũng hiểu và chấp nhận ở bên đây rồi. Nhưng ai có công việc như bố mẹ ốm đau thì phải chịu cái giá đó để về vì thời điểm đó không có cách nào khác. Dù chúng tôi có thuộc diện ưu tiên mà sứ quán thông báo trên trang thì vẫn không thể nào đăng ký được ngay, nên phải chịu thôi. Nếu chờ Đại Sứ quán duyệt thì có khi cả mấy tháng trời, mà công việc cấp bách vậy ai chờ được.”
Ông Hoàng Hùng, người đang cung cấp bằng chứng cho cơ quan điều tra về tình trạng nâng giá máy bay, nói với BBC:
“Các chuyến bay hồi hương có mục đích là giúp đỡ những người Việt đang bị khó khăn ở nước ngoài trở về nước. Những người Việt Nam tại nước ngoài có nhu cầu về nước, viết đơn đăng ký lên cơ quan đại diện Việt Nam, sau đó họ sẽ xét duyệt theo các mức ưu tiên. Khi được phía cơ quan đại diện chấp nhận, họ sẽ gửi email và chỉ định ra một phòng vé máy bay để trả tiền.
Thế nhưng phần lớn là không nhận được trả lời của cơ quan đại diện Việt Nam cho phép về nước. Những người có nhu cầu về nước phải thông qua các phòng vé, để mua vé về Việt Nam với giá rất cao. Thông thường là khoảng 4.000 đô la Mỹ và có giai đoạn là 8.000 đô la Mỹ cho chuyến bay một chiều từ Czech về Việt Nam. Phía các phòng vé sẽ lo mọi khoản giấy tờ, kể cả việc lo chạy giấy trên các cơ quan đại diện Việt Nam. Còn cụ thể họ chia chác tiền như thế nào thì tôi không biết cụ thể.”
Từ đó, ông Hoàng Hùng đặt câu hỏi: “Nếu không có tham nhũng thì tại sao người dân đăng ký về Việt Nam không được?”
“Thế nhưng nộp tiền cho các phòng vé, họ lại đăng ký được với các cơ quan đại diện Việt Nam.”
Quản trị viên của trang Tôi và Sứ quán cũng thông tin thêm:
“Việc bắt giữ bốn đối tượng ở Cục Lãnh sự là quá chậm, nhưng chậm còn hơn không. Vụ việc đã có dấu hiệu tội phạm rõ ràng, được nhiều người nói tới, các đơn thư, các đề nghị, kiến nghị, … được gửi cho các cơ quan chức năng trong và ngoài nước, nhưng không ai giải quyết. Ngay cả chỉ đến tận bây giờ, nhiều lá đơn tố cáo của những nạn nhân trong vụ án cũng không biết gửi qua địa chỉ email nào của phía cơ quan điều tra.”

“Chính cái khoảng trống trong việc tiếp nhận đơn thư tố cáo, lại tiếp tay cho các nạn tham nhũng hoành hành như hiện nay. Nực cười hơn nữa là các đơn tố cáo các cơ quan đại diện Việt Nam tại nước ngoài được gửi về cho Cục Lãnh sự, nơi mà vừa bị bắt giữ từ Cục trưởng trở xuống.”
Ông cũng nêu yêu cầu chấn chỉnh, cải tổ:
“Tôi mong muốn chính quyền Việt Nam, cần phải có các hướng cải cách trong việc tiếp nhận đơn thư tố cáo của người dân. Người dân có quyền kiện bất cứ cơ quan nhà nước nào và toà án Việt Nam phải đưa ra toà xét xử các vụ khiếu kiện đó.”
Cho đến nay (04/02/2022), chưa thấy các lãnh đạo cao nhất của Bộ Ngoại giao lên tiếng trả lời trực tiếp về vụ việc tại Cục Lãnh sự.
