Cũng theo ông Louis Bersin, đòn thuế quan nặng nhắm vào Trung Quốc chỉ có thể « thúc đẩy các nhà sản xuất Mỹ sắp xếp lại dây chuyền sản xuất sang các nước châu Á khác có giá nhân công rẻ như Ấn Độ hay Việt Nam ».
