Trận chiến quyền lực trên thượng tầng của Đảng Cộng sản Việt Nam có những dấu hiệu đang dần khép lại. Tuy nhiên, việc tiếp tục xử lý kỷ luật cán bộ, là chuyện bình thường trong hoạt động của Đảng và nhà nước.
Theo giới phân tích, Chủ tịch nước Tô Lâm là người có khả năng cao nhất, sẽ lên thay chức Tổng Bí thư của ông Nguyễn Phú Trọng, trong thời gian tới đây. Với lý do, ông Trọng tuổi cao, sức yếu, khó có khả năng đảm trách tốt chức vụ Tổng Bí thư cho nhiệm kỳ Đại hội 14.
Hiện có 3 nhân vật, là Tổng Bí thư Nguyễn Phú Trọng; Chủ tịch nước Tô Lâm; và Thủ tướng Phạm Minh Chính, là những người đã trải qua 2 nhiệm kỳ uỷ viên Bộ Chính trị, đủ tiêu chuẩn để trở thành Tổng Bí thư của nhiệm kỳ Đại hội 14, sẽ diễn ra vào đầu năm 2016.
Tuy nhiên, đối với Tổng Trọng, do điều kiện tuổi tác và sức khỏe, việc tham gia sẽ hạn chế hơn. Do vậy chỉ còn 2 ứng viên, là Tô Lâm và Phạm Minh Chính. Nhưng cả 2 ứng viên này đều sẽ quá tuổi nghỉ hưu, khi diễn ra Đại hội 14, nên cả 2 sẽ cần có suất“trường hợp đặc biệt”.
Ông Tô Lâm được các nhà quan sát chính trị Việt Nam cho là, “đang trên đường hướng tới chiếc ghế Tổng Bí thư”. Đặc biệt, cơ hội của ông càng cao hơn, sau khi vị trí Bộ trưởng Công an được giao cho Tướng Lương Tam Quang, là một cộng sự thân tín của Tô Lâm.
Hai nhà quan sát là Giáo sư Thayer, ở Úc, và Giáo sư Zachary Abuza, ở Mỹ, cùng chung nhận định: “việc ông Tô Lâm trở thành Tổng Bí thư của Đảng Cộng sản Việt Nam là điều rất có khả năng”.
Theo Giáo sư Thayer, Chủ tịch Tô Lâm dù đã ra khỏi Bộ Công an, nhưng vẫn có ảnh hưởng đến công việc điều tra của cơ quan này:
“Nếu nhìn tổng thể, thì thế lực của ông Tô Lâm trong Đảng được củng cố, sau khi có đến 7 trong 18 Ủy viên Bộ Chính trị phải ra đi, tạo ra khoảng trống quyền lực. Trong khi, các tay chân thân tín của ông, như Lương Tam Quang và Nguyễn Duy Ngọc, sẽ được cơ cấu và Bộ Chính trị trong thời gian tới đây.”

Dù rằng, có những đồn đoán cho rằng, Chủ tịch Tô Lâm được Ban lãnh đạo Bắc Kinh “chấm”, nhưng theo giới phân tích, vẫn có ý kiến đánh giá rằng, nếu ông Tô Lâm có thể chiến thắng được Thủ tướng Chính, thì chiến thắng này sẽ tương đối chật vật, chứ không dễ dàng như đối với ông Thưởng, ông Huệ.
Hiện tại, Thủ tướng Phạm Minh Chính được coi là một đồng minh chính trị của Chủ tịch Tô Lâm. Nhưng ông Chính vốn được mệnh danh là “con tắc kè hoa”, rất dễ đổi màu.
Cách đây hơn một năm, trước Hội nghị Trung ương 7 khóa 13, Tổng Trọng đã công khai tuyên bố, bà Nguyễn Thị Thanh Nhàn “có trốn cũng không trốn mãi được đâu”. Trong khi, bà Nhàn được coi là người tình của ông Chính.
Tuy nhiên, khi đó, có lẽ, Bộ trưởng Bộ Công an Tô Lâm cho rằng, không cần thiết phải nỗ lực “bắt cóc” bà Nhàn từ Đức về cho Tổng Trọng, vì để ông Chính tiếp tục nắm giữ cương vị Thủ tướng, sẽ có lợi hơn cho ông.
Giáo sư Zachary Abuza ngày 22/5 đã nhận định, ứng viên nặng ký thứ hai cho chức Tổng Bí thư là Thủ tướng Phạm Minh Chính. Bởi ông cho rằng, sau khi rời ghế Bộ trưởng Công an, ông Tô Lâm “khó có thể hạ được ông Phạm Minh Chính”.
Trong khi đó, Giáo sư Carl Thayer nhận xét, hành trình sẽ không hoàn toàn thuận lợi cho ông Tô Lâm, vì ông không được ủng hộ cao trong Đảng. Bằng chứng là, trong cuộc bỏ phiếu đối với 44 chức danh do Quốc hội bầu và phê chuẩn năm 2023, ông Lâm có số phiếu “tín nhiệm cao” khá thấp. Vả lại, Đảng Cộng sản Việt Nam luôn ưu tiên việc đồng thuận nội bộ, trong khi, ông Tô Lâm lại là “một ứng viên gây chia rẽ trong Đảng”.
Thủ tướng Phạm Minh Chính vốn cũng xuất thân từ Thứ trưởng Bộ Công an, và hơn thế nữa, Giáo sư Thayer cho biết, dù ông Chính cũng đối mặt với cáo buộc tham nhũng, nhưng ông Chính có được thuận lợi hơn ông Tô Lâm, bởi “đa số thành viên Bộ Chính trị đã phản đối việc xử lý ông Chính, theo đề nghị của ông Trọng”.
Theo giới quan sát, ông Tô Lâm có một điểm yếu trầm trọng, đó là việc kinh doanh mở rộng của ông Tô Dũng – em trai ông Tô Lâm. Tập đoàn Xuân Cầu lớn mạnh với tài sản nhiều tỷ USD, chủ yếu là nhờ vào quyền lực và các mối quan hệ của ông Tô Lâm. Trong khi, các ông Võ Văn Thưởng và Vương Đình Huệ đều bị mất chức, vì có dính líu đến sai phạm của các tập đoàn sân sau, như Phúc Sơn, Thuận An…
Trong lúc, Tập đoàn Xuân Cầu bị đồn đoán rằng, họ đang bị quân đội điều tra về một thương vụ đất đai ở “Đài Phát thanh Mễ Trì” – nơi ông Tô Dũng đang đầu tư xây dựng. Và nếu tin đồn này là đúng, thì Bộ Công an cũng không thể can thiệp vào cuộc điều tra của Bộ Quốc phòng./.
