Hôm qua, 05/12/2017, Bộ Thương Mại Mỹ thông báo áp thuế chống phá giá và trợ giá ở mức cao đối với các sản phẩm thép nhập khẩu từ Việt Nam nhưng có nguồn gốc nguyên liệu Trung Quốc.
Thông cáo của Bộ Thương mại Mỹ khẳng định các sản phẩm thép chế biến ở Việt Nam nhập vào Mỹ chính là hình thức đi đường vòng để né tránh thuế phạt của Washington từ năm 2015 đối với các sản phẩm thép Trung Quốc.
Cơ quan quản lý thương mại Mỹ cho biết : Trị giá các lô hàng thép chống ăn mòn từ Việt Nam nhập vào Mỹ đến thời điểm này đã tăng từ 2 triệu lên 80 triệu đô la. Mặt hàng thép cán nguội cũng tăng từ 9 triệu lên 215 triệu đô la.
Chính quyền Mỹ khẳng định các sản phẩm nói trên sẽ bị áp mức thuế chống phá và chống trợ giá bước đầu có thể từ 265% đến trên 500%
Mức thuế mới áp cho sản phẩm thép Việt Nam dựa trên các kết quả sơ bộ của một cuộc điều tra đang tiến hành sau khi có đơn kiện của 6 công ty Mỹ. Tháng Hai năm tới sẽ có kết luận điều tra cuối cùng.
Các nhà sản xuất Việt Nam có thể được miễn trừ mức thuế chống phá giá nếu họ chứng minh được các sản phẩm của họ hoàn toàn sử dụng nguyên vật liệu trong nước hoặc của bất kỳ nước nào khác ngoài Trung Quốc.
Mục tiêu của quyết định trên là các sản phẩm có xuất xứ từ Trung Quốc. Tháng trước Bộ Thương Mại Mỹ cũng đã mở hồ sơ điều tra xem liệu sản phẩm nhôm tấm Trung Quốc xuất sang Mỹ có được Nhà nước trợ giá hay không.
